In a bold step towards strengthening regulation and expanding revenue opportunities, Governor Monday Okpebholo has approved the creation of the Edo State Lottery Regulatory Commission.

The announcement, made in Benin City on Tuesday through a statement by the Secretary to the State Government (SSG), Umar Ikhilor, outlined that the commission will provide the legal and institutional backbone needed to monitor lottery and gaming activities in the state.

According to Ikhilor, the new body will serve a dual purpose: ensuring fairness, transparency, and accountability in the gaming industry while also generating additional funds for the state through the licensing and regulation of operators.

“This initiative is designed to enforce fair play and responsible gaming standards, while also serving as a revenue-generating mechanism for Edo State,” the statement read.

Key Appointments Announced

Governor Okpebholo also unveiled the leadership of the commission.

  • Frank Okiye, former Speaker of the Edo State House of Assembly, has been appointed as Chairman.

  • Habibat Yakubu will serve as Secretary.

  • Other members include Dandy Imoukhuede Oserei, Elvis Uadiale, and Ndidi Aghimien.

The SSG further confirmed that the names of the appointees will be sent to the Edo State House of Assembly for legislative screening and confirmation.

Why It Matters

The establishment of the Lottery Regulatory Commission is part of the state government’s wider reforms aimed at:

  • Modernizing governance structures

  • Strengthening regulatory compliance

  • Exploring new sectors for sustainable economic growth

For Edo, this move signals a commitment to institutional reforms that balance economic expansion with integrity, accountability, and transparency.
